Constitutional Amendments
Ballots have been mailed to members and they are encouraged to vote, put postage on the postcard and return it to CEC Headquarters!

The amendments will be discussed and voted on at our Annual meeting to be held on Wednesday, April 14, 2004 in conjunction with the CEC convention in New Orleans.  The meeting will be held in Grand Salon B & C at the Riverfront Hilton from 8:30 to 4:00.

Voucher Position Paper

IDEA Reauthorization

Based on feedback from the CASE Board of Directors and members present at the annual membership meeting held in Seattle Washington, April 9, 2003 an IDEA Reauthorization issues survey was published in the May-June issue of Just In CASE. The surveys were tallied and the results were shared with the Policy Legislation Committee, Chaired by Jerry Hime at their July meeting in Washington, DC. The committee used the results in writing the CASE Talking points used by the Executive Committee members during their visits to the Hill, July 15, 2003. The Executive Committee members made over 43 visits to Senators and Representatives, giving them each copies of the CASE Voucher Position Paper, the Talking Points, and other pertinent information. Members are encouraged to use these two documents as they talk with their congressional delegates as well as state legislators.

STATEMENT OF ETHICS

 

Introduction
The Council of Administrators of Special Education is an international professional educational organization which is affiliated with the Council for Exceptional Children whose members are dedicated to the enhancement of the worth, dignity, potential, and uniqueness of each individual in society.

Those who receive special education services are individuals who possess basic rights and responsibilities, and who command respect at all times. Special education embraces the right to a free appropriate public education.

This Statement of Ethics provides conduct guidelines to administrators of special education in carrying out duties and responsibilities consistent with the delivery of professional and quality educational services.

 

Preamble
The development of a Statement of Ethics is an essential characteristic of a profession and provides one means for the exercise of professional self-regulation. It indicates a profession's acceptance of the responsibility and trust with which it has been invested by society. Each Special Education Administrator entering the profession inherits a measure of that responsibility and trust and the obligation to adhere to the profession's code of ethical conduct.

It is the responsibility of a professional association to provide measures to judge the competency of its membership and to evaluate the quality of its services. This concern for quality is the heart of a professional association's responsibility to the public. A profession must seek control of its practice to guarantee the quality of service. Behind that guarantee are the standards and ethics that offer assurance to the public we serve.

In recognition of the importance of ethics and standards and the need to guarantee quality special education services, the Council of Administrators of Special Education has formulated a set of ethical statements to guide the practice of our profession.
